英国伦敦金融城通过涉港动议，中国驻英使馆回应

记者问：9月10日，英国伦敦金融城市议会通过一项动议称，注意到英国政府认为中方实施香港国安法违反《中英联合声明》，破坏香港高度自治；注意到英国政府为香港英国国民（海外）（BNO）护照持有者扩大居留权，金融城欢迎有关香港居民。中国驻英国大使馆对此有何评论？

使馆发言人：伦敦金融城议会有关动议无端指责香港国安法，干涉香港事务和中国内政，中方对此表示强烈不满和坚决反对。我想指出：

第一，所谓香港国安法“违反《中英联合声明》”纯属伪命题。《中英联合声明》终极目标和核心内容是确定中国收回香港。1997年7月1日香港回归中国后，《联合声明》中与英国有关的权利和义务均已履行完毕。任何国家无权借口《联合声明》干预香港事务和中国内政。

第二，所谓香港国安法“破坏香港高度自治”纯属诬蔑。香港国安法弥补了香港长期以来存在的法律漏洞，实施该法有利于坚持和完善“一国两制”，有利于保障香港民众的权利自由，有利于维护香港的繁荣稳定和长治久安。

第三，英方为BNO提供居英权违背自身义务。中英曾就BNO护照问题互换备忘录，英方在备忘录中明确承诺不给予持有BNO护照的香港中国公民在英居留权。英方不顾中方强烈反对和一再交涉，为有关人员在英居留和入籍提供路径，严重违背自身承诺，严重干涉中国内政，严重违反国际法和国际关系基本准则。

近年来，伦敦金融城致力于推动中英地方交往和金融合作。希望伦敦金融城珍惜来之不易的中英合作成果，认清香港已回归中国的现实，客观看待香港国安法，立即纠正错误，停止以任何方式干涉香港事务和中国内政，为中英关系发展注入正能量，而不是相反。

Embassy Spokesperson‘s Remarks on City of London’s motion on Hong Kong

Question： On 10 September， the Court of Common Council of the City of London has passed a motion， saying that “it notes the view of the British Government that China‘s imposition of the new National Security law breaches the terms of the Sino-British Joint Declaration and undermines the right of Hong Kong citizens to enjoy a high degree of autonomy”。 It also notes the British Government has in response extended residence rights to British Nationals （Overseas） status holders living in Hong Kong and welcomes relevant Hong Kong resident。 What is the comment of the Chinese Embassy in the UK？

Embassy Spokesperson： The Chinese side expresses grave concerns over and strong opposition to the motion passed by the Court of Common Council of the City of London， which makes unwarranted accusations against the National Security Law for Hong Kong SAR and interferes in Hong Kong affairs， which are China’s internal affairs。 I would like to point out：

First， the allegation that the National Security Law for Hong Kong SAR “violates the Sino-British Joint Declaration” is a false proposition。 The ultimate goal and core content of the Joint Declaration were about handing over Hong Kong to China。 The rights and obligations of the UK laid out in the Joint Declaration were all fulfilled at the time of the handover on 1 July 1997。 No country has the right to use the Joint Declaration as an excuse to interfere in Hong Kong affairs， which are China’s internal affairs。

Second， the claim that the National Security Law for Hong Kong SAR “undermines high degree of autonomy in Hong Kong” is pure slander。 The National Security Law for Hong Kong SAR plugs the legal loophole that had existed in Hong Kong for a long time。 The implementation of the Law is conducive to upholding and improving “One Country， Two Systems”， protecting the rights and freedoms of the Hong Kong people， and safeguarding prosperity， stability and sustained security in Hong Kong。

Third， the UK side violates its obligations by providing right of abode in the UK for BNO passport holders from Hong Kong。 In an MOU exchanged between China and the UK， the UK has explicitly pledged that BNO passport holders who are Chinese citizens residing in Hong Kong shall not have the right of abode in the UK。 The UK has now， in total disregard of the strong opposition and repeated representations of the Chinese side， offered a route for BNO passport holders from Hong Kong to the right of abode and application for citizenship in the UK。 This seriously goes against UK’s own promises， interfered in China‘s internal affairs， and violated international law and the basic norms governing international relations。

In recent years， the City of London has been committed to promoting sub-national exchanges and financial cooperation between China and the UK。 We hope that the City of London will cherish the hard-won achievements of China-UK cooperation， recognize the fact that Hong Kong is part of China， have a right and objective understanding on the National Security Law for Hong Kong SAR， immediately correct its mistakes and stop all forms of interference in Hong Kong affairs， which are China‘s internal affairs， and inject positive energy into the development of China-UK relations， rather than the other way around。
